A strategy gets written and handed to the company that actually exists: its habits, its rules, its decision paths. None of that was in the analysis. When it stalls, the verdict is execution.

It rarely is. Every unit decides well on its own. Nobody translates between them, and it goes unnoticed for a long time because the numbers look right. The brand could do that translating, but it’s been parked in marketing.
